Will the new CM have non-league leagues in it, Not just the confrence leagues like the Ryman Prem north & sth , Dr Martins etc....

Not CM4 but there is talk of it being introduced into one of the updates.

I havn't checked how things are going on that front, things may have changed but last time i looked thats how it stood.

It's funny how their is so much excitement and anticipation for a game. The only thing ever to gte so much hype was BHN, remember mad times? :)
